Andrew Bowler is a British qualified Quantity Surveyor with over thirty years’ experience in the construction and engineering industries acting in the role of Project Quantity Surveyor, Contract Manager / Commercial Manager and Claims Consultant in Europe, Middle East, Asia, and Africa.
Andrew formed AJ Bowler Consult in order to meet the demands of the industry in terms of quality, experience and a competitive service out of Oman. Following successful resolution of a number of high value arbitrations, Andrew has now set up operations through the central base of the UAE and is fully independent.
Immediately, AJBowler Consult was awarded a large commission for Contract Management in Vietnam, and continues to be in high demand within the region, for original and out of the box thinking.
Andrew focuses on providing experienced professionals that give an added value and difference from a “follow the format type of consultancy” as directed to some of the large Consultancies. Consultants with true in depth of experience, foresight, people who weathered the storm, who have lived a project and can brainstorm for the best strategy.
Andrew has a wide range of experience in full commercial management from tender to final account; Claim preparation, negotiation, Delay Analysis, claim submissions to Arbitration/ Dispute Adjudication Board, acting as Expert Witness, Risk Assessment and Project Management. He has prepared numerous claims for extensions of time, disruption, acceleration, quantum for prolongation, variation costs, loss and expense and has prepared statement of claims on behalf of contractors and appointed and assisted Experts in the preparation of documents for arbitration.
Andrew is committed to meeting client’s expectations whilst maintaining the core values of innovation, brainstorming on strategy and alternative arguments, collaborative working and a high degree of integrity.
He has successfully produced and taken major claims to settlement with strategic and sometimes out of the box thinking. One C. Lotti Engineer Italian Engineer could not find any defense in terms of logic on a major waste water network and awarded 2 years EOT.
He has equally taken the lead at Dispute Adjudication Boards (5 out of 7 awarded in favour of the contractor and managed five disputes in Arbitration (ad-hoc in Oman and one in Privy Council) with awards in favour of the contractor. AJBowler Consult focusses on the result, at reasonable cost. He manages QC’s from Keating Chambers in terms of cost control, along with local solicitors or attorneys.
